How Do Local Police Forces and FBI Officials Find Materials and Instructors for Training?
This question is essential because there have been reports of local polices and the FBI teaching their officers to counter terrorism with anti-Muslim training. Therefore, after much research, I have not found much, but there are some minimum guidelines for choosing instructors.
The Police Academy Instructor:
- Generally one must be of 19 years or older and has to be a resident of the city of which the person is planning to instruct in.
- A degree from a four-year college with a major in criminology, behavioral science or police administration is preferred.
- It can also be required to gain three to five years of on-the-job experience as a police officer or state trooper before you can be employed as an academy instructor.
FBI Applied Linguists Instructor
- A person must be a United States citizen and needs to pass a Top Secret background investigation.
- At the minimum a four-year degree from an accredited postsecondary school in linguistics or criminal justice must be required.
- It is preferred to have experience teaching a foreign language.

What is FOIA?
FOIA, or The Freedom of Information Act, was signed into law in 1966. The FOIA gives individuals with a right of access to certain federal agency records. The FOIA requires agencies to disclose requested records unless they are protected from the public by the FOIA. Congress included in the FOIA nine exemptions and three law enforcement exclusions to protect important interests such as national security, personal privacy, privileged communications, and law enforcement. About 93 percent of the requests are released. Therefore, there is a high chance of your FOIA being accepted.

FBI's Bias Training Against Muslims
Thanks to Spencer Ackerman, a writer from Wired's Danger Room, the truth came out: the FBI teaches its agents to counter terrorism with anti-Muslim training.
Numerous reports have been published of the FBI of its teaching that main stream American Muslims are likely to be compassionate to terrorists, that the Prophet Muhammad (peace be upon him) is a cult leader, and that the Islamic way of giving charities is just a "funding mechanism for combat." How outrageous is this!
At the FBI's training ground in Quantico, Virginia, trainers have shown counter-terrorism agents this chart above. Named "Military Consideration", it presents the violence found in the three main faiths, Islam, Judaism, and Christianity. As followers of the Torah and Bible have moved from "violent" to "non-violent," followers of the Quran are shown to be as "violent" as ever. Another chart demonstrated that the more "devout" or religious a Muslim is, the more likely he is "violent." These were excerpts acquired from documents of recent FBI training materials.
NPR, National Public Radio, received many emails by agents who attended the controversial class at Quantico. One email said that the instructor portrayed Prophet Muhammad as a "warring military leader", and a "true Muslim" had to take part in killing a non-Muslim. This is all false! The Quran does not teach anything of that sort nor was the Prophet a military leader. Just some extra information, the Quran in fact teaches that if you kill a life, it will be as though you have killed the entire humanity. If you save a life, then it is like you have saved the entire humanity. Where these FBI trainers are getting their information, I have no idea.

Coalition News Conference on FBI Use of Anti Muslim Training (CAIR)
Of course, after all of these documents and
presentations were leaked, it created a great
stir among American Muslims and other advocacy groups. On September 21st, CAIR
(Council on American-Islamic Relations) joined
a coalition of civil rights and other Muslim advocacy groups
at a press conference outside of the FBI headquarters in Washington D.C. to
express their concerns. CAIR sent a letter to FBI Director Robert
Mueller calling for “swift action” to reform the agency’s use of anti-Muslim
instructors and Islamophobic materials
during counter-terrorism training.The FBI violated the 1st Amendment rights of hundreds of Muslims by using a paid informant to target and monitor several Southern California mosques based solely on religion. CAIR with ACLU also sued the FBI back in February of this year.

FBI's Anti-Muslim Training
Spencer Ackerman from Wired's Danger Room acquired a course handbook, Are All Muslims a Real Threat to the US?, used to train FBI counter terrorism officers. The course focuses solely on the threat of terror from Muslims, and encourages trainees to focus on a Muslim's religion as the sole factor in determining if they might be a terrorist. What's worse, use of the word "radical" isn't even a focus in this handbook because according to these teachings, every Muslims likes terrorists according to them.

FBI Robert Mueller had to say on this issue. Congresswoman Jan Schakowsky defended
the Muslim community
by questioning Mueller. At the end, Director Mueller admitted that the
FBI training in question did contain "inappropriate offensive content" and promised to perform a "top to
bottom" review of the FBI counter-terrorism training.
